The OnePlus 5T is expected to arrive in early November with a 6-inch touchscreen display that features a generous resolution of 2,160 x 1,080 pixels. Sadly, there are no other details available yet.

"18:9 ratio"

It is a "2:1" ratio to the rest of the world.
Nah, I like to call it 36:18 ratio. The bigger the number makes it more 'techie'

Thesis

So it went from looking like an iPhone 7 to a Galaxy S8+? But...Never Settle!

If this is an AMOLED display, then my question is the same as always: Will this move past the Diamond PenTile matrix, making this a true 2160x1080 display?

PenTile does not produce the full detail of the denoted resolution. The sharpness is comparable to that of "lower resolution" full-matrix displays, but there are more artifacts. PenTile is separate from AMOLED but most AMOLED displays being produced today are PenTile. PenTile is commonly regarded to be a deceptive marketing practice by those who know the ins and outs of the issue.
