Is there finally a way for the Start Menu tot be a one-on-one copy of Windows 7s' or do we still have to depend on half baked solutions provided by third party apps?

Yes, Use Linux. Specifically, Mint with the CinnVIIStarkMenu applet.  Nearly indistinguishable from Windows 7 start menu.

Other options:
KDE Plasma "Windows 7 Start Menu" Applet.  You could ccombine it with Kwin blur effects and an Aero Glass window decoration will even replicate Windows 7 window borders.

Zorin OS's default layout is modeled on Windows 7 by default.
