The older M4 Pro review also stated the exact same thing, but in fact the PWM frequency was almost 20,000 Hz which is a complete non-issue even for the most PWM sensitive people. Compare that to the flurry of new Windows OLED laptops (Samsung Book6, Dell XPS, etc) that use OLED with 240 Hz PWM flicker ... some of them claim the display refresh rate goes up to 160 Hz, so higher than half the actual panel flicker, that's bound to bother plenty of people.
It depends on the PWM Amplitude, the last 2 Macbooks have a very high amplitude, 90%, you can find laptops with better hardware, for less price, without sacrificing color accuracy and with less amplitude on that PWM flickering, like the XMG Apex 16 max
