Hmm... If you actually manage to read pre and/or past those two numbers, you will see the following:

you'll need at least 16 GB of RAM

You need 16 GB of RAM just to get in the door, and the dev recommends 32 GB if you want to crank the settings.

Neither "at least" nor "just to get in" is a synonym for "a lot", it's actually a literal polar opposite.
