The article says the size has been determined to be 700 km (smaller than Ceres, a dwarf planet in the asteroid belt), then it says it is too soon to tell if it will be a planet.
For reference the Moon is about 2700 km. Pluto is about 2400 km and or its orbit averages about 39.5 AU. Pluto is not a major planet because it hasn't cleared its orbit.
How likely do you think this tiny planetoid, much smaller than Pluto, and many times farther than the sun will actually clear its 25000 year orbit? If it does, it would be a planet.
Good luck with that. It is irresponsible to even suggest that it could be defined as a planet.
