In a federal EV tax credit program restoration of sorts, Model 3 and Model Y can now be had for much less in California. The state wanted to exclude Tesla from the state incentives at first, but has now approved the automaker's application.

Error about revenue in the story as originally published.
The story stated:
"Tesla moved a record number of vehicles the previous quarter but had such a large capital expenditure program and offered so many incentives, down to a 0% APR program, that its revenue and earnings took a giant hit."
Actually, revenue was $28+ billion, a leap of 26% above the previous year. And revenue for the most recent 4 quarters exceeded $100 billion for the first time in Tesla's history. A major milestone.
See the Tesla website for Q2 results.
