The bottom line is administration, always has been, always will be. What version of drivers are you using? What security patches are you running? What background processes are taxing your system? How knowledgeable are you about any of these things? Are you writing your own code? Are you in control of who does when they issue you a patch or an upgrade? Are you even qualified to butter toast?
Pointless discussion. I can raise or drop fps on any machine running any os that's capable simply by paying attention to the above mentioned questions or not when layering an OS build. It's a not one size fits all situation. Technical prowess is paramount to getting the best performance possible in any sitution. Do you go to a restaurant and after looking at the menu proceed to tell the food server eh, just pick anything that you like and serve it to me. Well then my friends, you deserve that bowl of soup with a large, dead, black fly floating right on top and one at the bottom of the bowl that you can't see until you get to it.
