Not necessarily.. encryption is allowed on amateur radio as long as it's intent isn't to obscure the content of traffic. If you distribute the encryption keys to a system's intended licensed users so it's being used for access control it's perfectly legal.

So under the setup what do you choose to work with what he is showing here? Is it one of the usb options or is it the digitized hat or just what. There are several choices and not sure what we should pick. I have the exact same setup as he is showing. Thanks

Satellite Control Signals: Encrypted signals are permitted for controlling amateur satellites to prevent unauthorized stations from interfering with their operation.  This is the only time that it's permitted.  It is not permitted all other times.
