Canada has pledged up to C$10 billion toward a tentative Churchill Falls deal between Quebec and Newfoundland and Labrador. This replaces the disputed 1969 contract. It covers Gull Island, wind power and transmission — but key terms are still unsettled.

It might be just me but I can't figure out where it says the US grid is involved, only says Canada everywhere.
