As a game developer, I can say that it's because of people still preordering/buying games before reviews or without reading reviews. What our managers care - is Time Till Release. Big title games don't really have much budget nowadays for proper testing and optimization, not to mention that it's usually done by some low qualified (and low paid) people in 3rd country. Main budget goes to PR department. Our managers say that users have DLSS now or they can buy better hardware, so we shouldn't spend time on optimization. A well advertised game with big name becomes profitable in 1-2 days after release. So don't put blame on developers, you guys have what you deserve. It's all about stock prices at the end and they are just farming you with scheduled releases of next Call of Duty 23 or Assassin's Creed 56 to keep them growing, because people will buy them anyway, even if they'll just change the textures.
