Why even bother with putting an NPU on there, if it's not even the base req. for Copilot+?

It's a marketing argument more than anything nowadays, every new CPU that comes out has a NPU capable of x TOPS - sounds impressive, but there's virtually no software out there that makes use of it unless you go out of your way to install and configure LLM/ML stuff.

On-device AI/NPU is a pointless marketing gimmick for 99% of customers.

The issue is that a cinebench test is only interesting for cinebench users.
We need more real life tests, such as Adobe software, Da Vinci, DAWs, Office and so forth.

It's an even bigger problem for ARM on Windows. Obviously, Cinebench is optimized for it.
But how many apps are optimized for ARM on Windows?
