I've heard the following explanation: that Intel had had ordered large quantities of Arrow Lake chips from TSMC long before they made Lunar Lake with Xe2 iGPU. That's why Arrow Lake has outdated iGPU. And now they have to sell these chips first. I'm not sure if it's true or not, but it kinda makes sense.

You can also become insane if you continue the "waiting game" for too long. I wouldn't bet on getting any decent amounts of Panther Lake Xe3 iGPU laptops before 2026. I mean, look at how slow everything goes since the last couple of years:
- first there's a presentation of how "awesome" the new technology is - then some months later comes an announcement of market start - then hardware manufacturers wait another couple of months until there is some international computer show (like CES) - after that it will take yet another 2-3 months until the products finally arrive.....

If I remember correctly Panther Lake isn't planned for desktop. The next desktop CPU with Xe3 iGPU will be Nova Lake, which I would expect earliest in H2 2026. Earliest. But looking at how slow things go, it can easily be 2027.
If we are lucky, then the Arrow Lake Refresh on desktop will not be that pathetic as you describe. Theoretically it could feature Xe2 iGPUs. That would be quite nice. But that may only be wishful thinking...
