AMD's semi-custom chipset technologies for Microsoft, Sony, and even Intel may be becoming too lucrative to ignore. If rumors are true, then the AMD Navi series will not be competing in the flagship space against the impending Nvidia Turing GTX 1180 or 2080 due to development commitments with Sony.

Its VEGA that's thrown under the bus, not PS5.

No it makes sense as they've said it. When someone is thrown under the bus it means that another person is turning the negative attention towards them and creating trouble. Here they're saying that a source talking to Forbes has created negative attention for the Play Station 5 by pointing the blame at the console for the problems with AMD graphics development.
