Am I right in the understanding that they don't consider 2-in-1's like the surface pro as a PC? The form factor might be a bit different, but many people essentially use them as ultrabooks that can be adapted to situations where you want a tablet too. With Windows 10 and keyboards etc, I reckon they are more of a PC than a tablet.
