I think this battery boost is a good feature, but for all non 800 series users you can get the same effect by using the frame rate limiter in a program called NVidia Inspector.  Google it to work out how to limit framerate to 30fps or any frame rate that you choose.  This battery boost thing therefore isn't really big news, and not a big deal, NVidia have just made it more acessible, no need to use NVidia Inspector on the 800 series.

Probably the same thing that Kepler does - reduce the clocks & voltage while still maintaining the fps target of 30 or whatever is set.
