Apple launched the iPhone 13 line alongside assurances that it would ship all of its variants on the same day in September 2021. Now, it has emerged that this is no longer the case. The delay affects the Pro and Pro Max only, and applies to their larger storage SKUs.

With the Pro lineup having better specs now, they still trying last year marketing strategy. But 13 and 13 mini sales are going down while Pro taking the sales.
Try being in Australia. Within hours of orders opening we already had multi-week waits. I ordered an iPhone 13 Pro 256GB Graphite about 4 hours after orders opened and my ETA is end of October.
