Crowds aren't flocking to GameStop to secure their GTA 6 PS5 and Xbox copies. Employees also report angry customers upset that the Standard Edition is missing a disc. Many buyers are opting to pre-order the digital Ultimate Edition for a price of $100, which isn't sold in physical storefronts.

So people complain about missing disc and then go buy the more expensive digital-only version?!

Read it again. If the box version doesn't contain a disc and instead is just a fancy packaged game code then there's no reason to even go there. So people stay at their homes and buy a digital copy. And since they are presented with additional content for 20$ more they just go for it.
