So them making win11 even more taxing for user's CPU is their way to optimize the OS?

It was unclear from the article if this would also work on desktops? Or desktops set in performance mode?

Not sure what's new ... same feature already existed since forever?

Even on my Windows 7 system and 10 year old CPU it's the same: whenever starting an app, the CPU briefly jumps from idle clock to max clock. Has always been this way. What exactly is "new" or "different" compared to before? Where is the scandal? Why the outrage?
