The year-over-year raw CPU performance benefits are minimal on the surface, but they widen in favor of Intel's new Panther Lake series once throttling is accounted for.

I'm not sure this is true, because you yourself measured the power efficiency to be on par with the predecessor.

So, the only reason, why PTL would throttle less, is due to either software [allowing for higher temperature], or better cooling.
