How do you know if you should go TV or monitor for a gaming setup (from a cost benefit pov.)?

Like something, like a steam machine could be hooked to both? So what would be preferable in which situation?

Also, any recommendations for portable displays, where you've a small room with limited space? Kind of wish Valve would release such an accessory. Kind of like those old console mods people used to do back in the day, attaching tablet to laptop sized displays ontop of ps2s and 360s.
