A new study found that one in three drivers is ready to make the switch to electric vehicles. It also concluded that government grants drive interest in e-mobility.

It is all in the wording. The survey asked if people would consider an EV in light of the new monetary incentive. You'd need to be absolutely sure an EV will not fit your needs to not even consider it as an option. Just to look at how much of a deal you can get.
