this bike is 'touring' only by its name, as the weight is 25 kg. With one battery (2 extra batteries will add around 3.3kg EACH). Add to that another 10+ kg of weight in your panniers for LIGHTWEIGHT 'touring' - and you won't be able to either lift it into the train carriage, or up the stairs, which happens VERY often while 'touring'. I mean, most people will struggle to even LIFT it over a curb...
Why will the power be restricted to 250W in Europe? Why not have multiple options for motor?
