No, but can you fill up with gas at home? OR at work? Or anywhere where there is an outlet?

No, as a lot of people do not have where to charge them. If you live in a city in a block of flats there is no way to charge the car at home or at work. I also haven't seen any workplace with more than 2 available outlets, if any.

Yes. It's called a fuel canister, and it's cheap plus easy to carry around (also easy to use for quite significantly faster refill).

A lot of people being very few people. In US for example, only 12% of the population lives in apartments that have cars. So for the majority it isn't a problem.

Do note, the more denser a city is, the less people have cars and less they drive a day.
