"simplified procedures for nuclear power plants that should be ready by 2027"

Grammar suggests that nuclear power plants be ready in 2027. Impossible!

If the intended meaning is simplified procedures be ready in 2027, the phrase must be:

"simplified procedures, which should be ready by 2027, for nuclear power plants"
