With the release of Windows 11 21H2, Microsoft offered an official workaround to bypass the TPM and CPU requirement of the OS. This guide has now been removed.

It's a new requirement from the CIA.  Having a unique MAC address is no longer sufficient to track you down.  A TPM chip serves you better.  Fortunately Windows is soon to expire.  Who still wants to use Windows with HarmonyOS for PCs around the corner?

I replaced my windows 11 hard drive with a new ssd drive. I put the old hhd drive on my old pc that couldn't update. It works So far.
