Black Myth: Wukong, the ultra-popular video game from Chinese developer Game Science, has reportedly cost a fraction of money to develop vs AAA titles Concord. The comparatively low development figure shines a light on the cost-effective nature of game development in China.

Of course it was cheaper,
Developers in China are probably working from 9am to 9pm 6 days a week (the infamous 996), while in the US they are allowed to have private lives.

I'm sure that there are also other reasons for the budget difference.

I am sure Sony could make some budget cuts in DEI department.

If you just spending money within China, 400'000'000 RMB is acutally similar to $400'000'000 in the US, that is given you don't buy foreign products. Hope that can explain why the cost is much lower compared that in the US.
