Title: Nvidia GeForce RTX 5060 laptop variant could max out at 115 Watts

A new leak says Nvidia's could lower the maximum power on its next-gen GeForce RTX 5060 laptop GPU. Instead of 140 Watts, it will now be limited to 115 Watts and launch with GDDR7 memory.

Are there actually many 4060 cards in laptops that are actually designed to use 140W anyway, it seems like there are more 70's with lower limits hampering them than there are with 60's that have that much space to stretch their legs?

Nope, that chip is actually voltage limited. Even "140w" versions wouldn't draw any more than 95-100w at full load when gaming. So this news is pretty much meaningless.
