New information about the new Pixel 9 generation has once again emerged, namely about the availability and pre-order status of the four new Google phones and the Pixel Buds Pro 2, two of which will only appear in stores weeks after the launch. This information has been supplemented by a number of new official render images, which a leaker has posted online without any watermarks.

"Anyone who pre-orders from August 13 can thus expect their new Pixel 9 on August 22 at the latest."

Should say... "...thus can expect their new Pixel 9 shipped on August 22 at the latest...", or, "... order processed...", since shipping duration times can vary and the arrival time would vary.  To sum-up: the statement posted doesn't specify exactly what it means.
