To be fair, BMW's Level 2 package — same level as FSD Beta — works at up to 130 km/h, so there's that. Level 2 for highways, Level 3 for slower roads.
FSD is also limited (also requires good visibility and lighting), which is why it's called "Autosteer on City Streets" in other markets.
