The Zen 4 Ryzen 9 7950X and the Ryzen 9 7900 are now going for US$42 and US$50 off the US$571 and US$429 list prices respectively. The price cuts make what were already a pair of very high-performing CPUs much better choices.https://www.notebookcheck.net/AMD-Ryzen-9-7900-and-Ryzen-9-7950X-prices-drop-12-and-7-below-MSRP-on-Amazon-respectively.727075.0.html
That's a great price for the 7900 especially since it's not locked and you can easily get it up to 7900X levels of performance. However, I would run it at around 100-120W for large power efficiency gains over the 7900X and not much lower performance. Running it at 65W is too big a hit to performance IMO.

About as much as you can hope to dissipate in a regular mini-ITX case as well. The 7900 could make a great stealth power build.
