Title: Official Starfield system requirements recommend RX 6800 XT GPU and Ryzen 5 3600X CPU as game targets 30 FPS on consoles

Starfield is Bethesda Game Studio's first new IP in 25 years. The game is releasing on September 6 on both the Xbox Series S|X and PC. According to the title's Steam listing, Starfield requires, at a minimum, an RX 5700/GTX 1070 Ti GPU and a Ryzen 5 2600X/Intel Core i7-6800K CPU.

do you happen to have a recomendation on the laptopside? , is the 3070 ti a good choise?

Yeah a 3070Ti should be fine. Starfield isn't much of a looker anyway, based on what we've seen. The primary focus is on story and the massive universe.
