But the impact on image quality shouldn't be underestimated, though; the EliteBook 830 G8 would make a better overall package with a different display.

yeah, sureview display itself is a joke. If you want privacy, then do everything in your room, not cafe
If you want privacy, don't use HP. Ever. Once again NBC is leaving off the fact that HP force installs spyware into your browser, particularly in Chrome. It even finds it way back into your browser if you use a clean Windows 10 ISO. It is part of HP's Dynamic Audio driver. In fact, NBC removes comments even mentioning it and refuses to investigate it at all despite it being well documented.
And if you really care about privacy, don't use Windows.
