How was it setup? Won't that require external power, since the PCI-e spec assumes 75 watts from the slot?

At PCIe x4 the GTX 1650 won't come close to playable FPS...

The LattePanda Alpha 864s comes with a full PCIe x4 M.2 slot that can be used to install entry-level GPUs such as the NVIDIA GeForce GTX 1650 without the requirement of any additional power supply.
