The hinge is not "improved" because the current hinge in the Fold is designed intentionally not to fold flat, simply because any of the current folding screens would snap if attempted to fold flat, they're not paper after all. The outward folding screens are not technologically superior but in fact just the opposite because the curve isn't as tight.

The Galaxy Fold has showed that Samsung is more interested in inwards-folding devices for now, but the company is clearly open to exploring the outwards-folding side, as shown by a recently unveiled clamshell phone patent. Additionally, it looks like Samsung already has an improved hinge that allows the two halves to flatten on the fold.
