Of course it does. There's nothing surprising about this situation when manufacturers are putting a chip that belongs in a DTR into something a third of an inch thick

Exactly true! I see the macpro 15inch 2018 review by dave lee and it showed that the i9 core throttle so hard and underperformed badly..

There are generational performance leaps, and then there is pure marketing. The Core i9 series has so far been leaning towards the latter in terms of raw performance. In some cases, the CPU may even be slower than the Core i7.
