No way. 400$ will be for 64GB (hopefully SSD), according to the rumors, with no keyboard. And it will be a miracle if it comes with 4GB of RAM (let alone 8), more likely 2 at that price point (surface 3 started at 500 with 2/64 and no keyboard or pen)

I can't believe that someone writing for Notebookcheck doesn't even know that there have been 2 more generations after Surface RT, ie Surface 2 and 3, and the last one had full Windows....

With the new low end processing chips out now (Pentium Gold and whatnot), this could be a good device. Just spec it with 8GB RAM and 128GB SSD (not eMMC) and include the keyboard and pen for $400. It will sell like hot cakes.
