As far as I know, prices in the US are always without VAT. So you have to add 19% to make it comparable. The US prices a usually still better, true, but it is not as bad as it looks in the first place.

Europe and especially Germany are high price markets, maybe that has to do with the fact that wealth is more equally distributed and more average people can afford pricey toys, compared to the US.

As I see on one of the pictures CPU IS throttling:

Why do you say it is not? Frequencies are 2793.2 MHz, way below the maximum and also in the tab where it is showing whether the CPU is throttling it says "YES". So  why are you lying about it, I am not blind?

Can anyone confirm if the HDMI port is version 2.0? I want to run 4k at 60 hz with this laptop (I have the 15 inch version).

You can always import, or look into a local Clevo reseller that stocks the cheapest laptop with 1060 under 900 EUR, or get a secondhand. Lots of options if you're willing to search for the means.
