My Zotac 1080 Ti had an awful whine. I sent it in for a replacement. Sadly, the replacement whined too. I tried another power supply after asking around online how to solve it. It still whined, so don't waste your money. I'm back to my old graphics card. They lost a $750 sale because they couldn't be arsed to dampen the coils.

The XPS 13 is notorious for it. Have you tried messing around with frequencies?
