I hope they'll finally announce 'The New Razer Blade' with the Nvidea GTX 1060 for the European market (in the US the people are now already receiving these beasts).

As of today, only the 2-year old Haswell-based Blade 14 referenced above is available in Europe.
As the keynote apparently concerns European releases, yes, so far we missed both the Skylake refresh and the more recent Pascal refresh you mentioned.

The keynote starts at 19:00 CEST with Razer CEO Min-Liang Tan expected to announce brand new products for the German market.
