The author of the article phrased that badly or it's a wrong info, it is definitely connected via TB4 40 Gbps (but you can use 10 Gbps also if you want for some reason).

It has an input port -C/TB4, and an output port -A and 3x-C/TB4 output.
It is impossible to call this solution a full-fledged "docking station".

From my point of view, a full-fledged docking station should have an RJ45 port of at least 5Gbps, 3-4 USB-A, optical SPDIF In/Out and 1-2 HDMI/DP.

Buying an expensive TB4 hub on the eve of switching to TB5 with twice the bandwidth on the pci-e bus is a waste of money. After all, such hubs are usually purchased for many years of use...
