Europe has done quite a bit on reducing emissions, but I wouldn't go that far. Europe has emitted far more than China has during the last 100 years.

In 2022, Europe emitted 5.11 bt, China has emitted 11.40 bt. So Europe's CO2 emissions of 1 year is about 6 month of China, not 100 years

That said, China is currently probably doing the most in terms of emissions reduction as they are investing more than Europe. Of course not because they care but simply because it has become cheaper

$2.6 billion is being invested in a Norwegian carbon capture and storage (CCS) project. The aim is to store the carbon dioxide emitted by European industry in a pristine reservoir of saline groundwater beneath the ocean floor. The European Union is backing the controversial experiment.
