The mere existence of the license doesn't indicate how much or little metalFX is actually based on FSR. It also doesn't indicate whether or to what degree the upscaling tech used on Apple silicon is based on FSR. 

Also please don't forget that there are some Intel Macs with AMD GPUs inside (which support metal) so this isn't all that surprising, especially for those machines.

But we can't conclude anything for Apple silicon (whether FSR techniques are used or not really) until we examine the source code.

It could be a mere fallback on FSR when MetalFX is not supported on hardware, especially Intel based Mac with AMD GPU.

We do that all the time in development. This is called a polyfill.

It doesn't mean MetalFX equal FSR.

You don't need an AMD GPU to use FidelityFX FSR. This won't do anything for AMD marketshare, NVIDIA will condinue to dominate. Explain how it's a "win" for AMD for Apple to use their open-source platform agnostic tech, besides the fact that devs are more likely to integrate FSR, which is already the case due to it being used in consoles.

A reference to the use of AMD's FidelityFX Super Resolution technology in Apple's Legal & Regulatory disclosures has revealed that Apple's MetalFX is powered by AMD's graphics upscaling technology. AMD's tech is open source, which would have made it an expedient pathway to integrating the technology into Apple's platforms.
