How do you explain the differences in performance between versions above 100W?

Why does it matter about the GPU going above 100w. It's already been proven that any laptop GPU in the 40 series other than 4080 and 4090 have an Nvidia artificial Voltage safety limit that stop any performance improvement above 100w. Jarrod's tech and Linus have spoken about this.
