In reality, Intel cheaters. Their processors at 15W and 28W with 10nm+++++++ cannot compete with Zen3+/Zen4, so all manufacturers either raise the TDP PL1 to compensate for the lag behind AMD with the accompanying losses in battery autonomy and increased noise, or set the default TDP , but in this case, such laptops a priori cannot win against AMD.

Intel is just playing for time, selling the same 10nm rubbish in a new wrapper.

Intel has updated its low-power CPU lineup with a host of new CPUs. The P series is spearheaded by the Intel Core i7-1370P and the U series by the Intel Core i7-1365U. The former has a TDP of 28 Watts and the latter 15 Watts and both use a hybrid design with performance and efficiency cores.
