California's public charging infrastructure laws require displays that show energy delivered and cost. Tesla's current equipment does not comply. Has Tesla been granted an exception or will they need to update their chargers with a display and possibly a payment terminal?

After scoring millions in grants from the California Energy Commission's Clean Transportation Program Rural Electric Vehicle Charging project, Tesla plans to build the globe's largest Superchargers there. One of those will have no less than 164 stalls, half of which have to be CCS compatible.
