If the M2 overheats twice as much as the M1, will the M3 overheat 3 times as much?

The Apple M3 processor has been mentioned in connection with at least four devices in a recent report by Mark Gurman. With the M2 chip now out and about, Apple will already be preparing future laptops and all-in-ones to sport the M3 silicon. One of those future computers is believed to be a 15-inch MacBook Air.
