Sorry, but no! If it is capped at 60fps and both devices reach 60fps, then you cannot make any conclusions about performance based on fps. As for resolution, it is the table itself from the tester that states that the game was run on the iPad at a higher resolution [you shouldn't confuse screen resolution with 3D rendering resolution, since many mobile games do upscaling].
As for efficiency, if it doesn't do the same work (again, table says it didn't run at same resolutions) you cannot really calculate it based only on power consumption. And I actually doubt that the power consumption that he presents is only from the SoC since he is calculating power consumption based on battery usage.

The game is capped at 60fps, so it's ridiculous to say that it smacks the iPad Air, even more so when the iPad Air is running the game at a higher resolution, as stated in the table.
