It's not at all clear in the video why they chased him. While I wouldn't put it past people to be stupid and angry enough to do something like this just because someone's driving an EV, there are other, more believable reasons, including racial (Gunnawat sounds SE Asian, probably Thai), that he said something to them that's conveniently before the start of the video, or even that they didn't like his music (admittedly about as bad a reason as him driving an EV). The first two are much more likely to cause enough anger to give chase for so long, which risks being pulled over and arrested.

As for the uselessness of the police, people don't understand they aren't even legally required to help, as determined in Warren v DC. Certain people (and statistically speaking, this guy, who drives an EV and lives in CA, is likely one of them) believe people shouldn't have the right to defend themselves and should instead have to rely on the police, yet this shows why that's a problem. He needs to file a complaint for the fact he not only had to deal with this with no help but then had to waste hours trying to get them to do their jobs, while the aggressors had their fun then went on their way.
