Does GPU-Z measure voltage and current simultaneously? If not then it's quite possible to get errors like this. The only true measure is to get test equipment on and into those voltage rails.

Will a 130 W TGP GPU actually draw 130 W when gaming? What about a 165 W TGP GPU? The GPUs in some gaming laptops can miss their specified TGP targets by moderate margins.
