Unfortunately, such limitations aren't necessarily enforced. There have been quite a few cases of companies being allowed to merge or do something under certain conditions/requirements, only to ignore them after the fact without consequence.

Apple has continuously outpaced ARM in designing ARM cores, so early IP doesn't matter. There's no evidence that Nvidia would balloon the licensing fees, which are low in the first place. It looks like Nvidia's acquisition could be blocked anyway, but if it isn't, there will be limitations in place to appease the regulators.

Apple can put RISC-V based accelerators and ARM cores in the same chip.

I can't blame them. At the very least, Nvidia owning arm would mean they have much earlier access to new IP, which would hurt competition. That said, I expect they would change the pricing and terms so drastically that the competition would be priced out of the market. Apple would be wise to be ready to shift to risk v at any moment.

Apple is covering all its bases for its proprietary M chips, and is now looking into alternatives to ARM's core IPs in the eventuality that Nvidia manages to finalize the deal. A new job posted by Apple hints at the possibility that future Macs and iPhones could integrate RISC-V technology.
